Juvenile/Adult Crime Stats Sheet - Year 2002 to Year 2001 Comparison

During calendar year 2002, 349 juvenile delinquency cases were presented to the Morgan Superior Court No. 2 for disposition [a decrease from 353 cases in 2002]. Of these 349 cases, 278 cases were resolved through formal juvenile court proceedings and disposition, and 71 cases were resolved by informal adjustment through the Morgan County Probation Department.

In comparing adult criminal cases filed in all of the Morgan Circuit and Superior Courts in 2002 with the juvenile delinquency cases formally filed with Superior Court No. 2 in 2002, the following information is noteworthy:


Secure Juvenile Detention Costs

Effective January 1, 2002, the primary contractor for secure juvenile detention services for Morgan County increased the per diem rate from $100.00 per day, to between $120.00 to $140.00 per day (a 20-40% increase).  The secure detention facility (Johnson County Juvenile Detention Center) had not increased its per diem rates since the mid-1990's.  The rate increase brings that facility's rates more in line with per diem charges made by other secure detention facilities in Indiana.  

The per diem costs to Morgan County of placing juvenile delinquent offenders in secure detention facilities decreased in 2002, as compared to 2001.  According to the weekly detention statistics maintained by the Morgan Superior Court No. 2, the total costs of secure detention of juvenile delinquent offenders in year 2002 was approximately $159,215.00 (average cost: $3004.00 per week).  By comparison, the total costs of secure detention of juvenile delinquent offenders in year 2001 was approximately $182,387.00 (average cost: $3507.00 per week).

Waiver of Jurisdiction in Juvenile Delinquency Cases to Adult Court

In 2002, 7 juvenile delinquency cases filed with the Morgan Superior Court No. 2 were waived to adult criminal court for disposition (an  increase from 6 cases waived in 2001) under the waiver of jurisdiction provisions of the Indiana Juvenile Code.

In many instances, a male or female juvenile offender committed to the I.D.O.C., was committed under several pending cases.  In actuality, ten (10) juvenile males were committed to the I.D.O.C. in 2002 [increase from 8 in year 2001], and three (3) juvenile females were committed to the I.D.O.C. in 2002 [decrease from 7 in year 2001].
